The large turnout tonight is probably due to concern for the CA fires and blackouts (don’t miss Steve K6ETA’s Sonoma Co Status Report and Bruce KB7VX’s Forturna, CA Report below). Another record number of check-ins for ORCA brings some procedural changes to keep the net under 1.5 hours; specifically the FLAMP exercise. We need to limit the FLAMP exercise to 9-10 stations. Band condx will help decide the number. When we have excess ACTIVE stations, we’ll put an (*) before your call on the roster. Stations marked with an (*) will sit-out the FLAMP exercise, but monitor and hopefully copy the file. We’ll try to choose stations that are already veterans and stations we think will CONFIRM anyway, so they will have the exercise for the Traffic round. These ‘sit-out’ stations will participate in Traffic and Comments as usual. We hope to continue practicing full traffic-handling evolutions and accommodate more ck-ins. We appreciate your help in managing the net.

Our CA/Fire Support Nets were an opportunity to put our training and practice to work. It was intuitive and easy. We sent H&W email and provided current wx/wind data to Humboldt Co while they were w/o power and internet/cell service.  More significantly, we were prepared to assist them with out-of-area relays.  ORCA Ops are scattered around western US and can easily relay traffic in most band condx.  Six to nine ORCA stations checked in each night and many more were monitoring.  When NVIS is not available, near-by stations need distant stations for relay.  Relaying is a key tactic of Amateur HF EMCOMM.

The most important takeaway from our CA/FIRE Support nets is the need for alternate NCS.  We won’t ask you to run the Tuesday night nets ;-) but we will need your help to NCS the special session nets. Our special session nets should be easy to NCS.  Take check-in, get reports from supported stations, arrange relays as needed, and write a simple summary; it’s not difficult. You will be working with familiar ORCA colleagues; they’re fault tolerant. Thanks to Fred KI7TPD for volunteering.  We also have two seasoned digital NCS, Jaye KE6SLS runs the Humboldt Digital Emergency Net, and Dave K7DV runs the ID ERC Digital Emergency Net.  Both have stepped in to help us in difficult times. You can practice NCS skills on VHF nets while training new digital Ops.  We have numerous protocols and tactics that will help you run an efficient and effective net.

I was surprised how well Doug K7KY’s PSK mode selection did in so-so band conditions. The first pass was PSK-250R (220wpm,250hz,80%) with 1 CONFIRMED and many stations missing only one or two blocks. PSK63-RC4 (220wpm,330hz,80%) CONFIRMED 6 more stations. Fred KI7TPD relayed the missing blocks in MFSK-32 (120wpm,630hz) CONFIRMING 2 stations.  The FLAMP exercise provides opportunity to practice handling traffic by relay, a primary traffic-handling tactic.

Depending on WX we may be turning a corner. The next few hours the wind is expected to give us one last kick in the teeth, then condx should turn favorable for the mop-up operation. Thanks to the THOUSANDS of fire units, the vast majority of threatened homes have been saved thus far.

The ORCA Net has been a solid and useful platform that we surely would have used had things gone worse. As it was, the nightly check ins showed that the ‘watering hole’ on this freq at this time is more than just useful – it’s proven.

Many thanks to Doug and Mindy who have worked through many of their own challenges to continue the Net.

The unprecedented evacuation was amazingly orderly. Authorities seem to have made the right call with enough time to do so without panic. There were many erratic drivers and stressed out people, but in all it seems to have been a large success.

At present the power is coming back on in Marin and parts of Sonoma Counties most people who were not evacuated have been without power since Saturday, so this is a good test of our resiliency.

As we brace for another power outage here tonight, the Safeway in Fortuna informed me that they are now renting a GIANT generator that will be moved in on a trailer and that Safeway will now be open during any more outages. About 10% of shelves yesterday were bare. Hospital here open but not doing surgeries and lab is closed down.

Erik’s reports inspired me to keep more detailed signal notes when I’m running the FLAMP exercise. These notes help me determine who best to relay missing blocks. Most Ops are eager to learn more about their signal.  Detailed signal reports help us improve our stations.

ANNOUNCEMENTS 29/Oct/2019

Tonight’s FLAMP exercise distributes the file, ‘ex143.txt’, an FLDIGI/PC-EDITOR/FLAMP
exercise. If you complete the OPTIONAL exercise within, send that file to NCS in
the Traffic round with FLAMP.

California is still gripped with hot windy wx, elec’ blackouts, and horrible firestorms.
When ORCA members are effected, we’ll again hold a special session of ORCA to provide
support and distribute their reports. If so, we’ll meet as b4: 3.581+1500, 0230z, daily.

Holding a special net for CA/FIRE Support has been interesting and enlightening. We
initially helped Jaye KE6SLS with current wx/wind data and H&W email while Humboldt
Co was w/o power and cell/internet service. We could do much more than we have if
needed. What we’ve not considered yet, is staffing special nets like this one. We will
need others to take the NCS position too. These nets are very simple. Take ck-ins and
manage reports and comments. If you are willing to call special event nets on occasion,
please let us know. It will be important for events that entail extended time and effort.

Trying to do 3 nets simultaneously and with more than one Steve on two can lead to going out of turn – ooops! Regardless Mindy and Doug – you always hande wrinkles with grace to spare.

I helped set up a secondary Sonoma Op Area EOC above the Sears Point raceway on Sunday. They almost evacuated the civic center and we would’ve gone live! Seeing the OES and National Guard op center was a real treat and I’m glad they didn’t need to rely on ACS… but we were ready in case they did! Took photos of the externals of the op center (not allowed to photograph the impressive inside ops.)

I’m happy to fill anyone who missed some of my FLAmp after the net.

Whew! 31 ck-ins tonite and eleven active for the FLAMP exercise. We’ve been taking early ck-ins 30-45min b4 the net begins. If you have time, please try to ck-in a little early. It will really help us at a very busy time.

With the net getting bigger nearly every week, we need to limit the FLAMP exercise to 9-10 stations. Band condx will help decide the number. When we have excess ACTIVE stations, we’ll put an * b4 your call on the roster. Stations marked with an * will sit-out the FLAMP exercise, but monitor and hopefully copy the file. We’ll try to choose stations that are already veterans and stations we think will CONFIRM anyway, so they will have the exercise for the Traffic round. These ‘sit-out’ stations will participate in Traffic and Comments as usual. We hope to continue practicing full traffic-handling evolutions and accomodate more ck-ins.

I just want to thank you two for the help for me and steve & john. John put in a 48 hour MONDAY… No kidding. anyway, I just finished my notes for meeting reps tomorrow morning. I hope I can change some of the negative problems here and help lead us into a better future. Tnx again for all the help.

I also hope that other stations will take it up and do some NCS work. We need assistance outside of our zone .. Ut stations, NV stations, AZ stations. especially with this new solor maga minimum. those stations could be a REAL asset.

FEMA Region X HF Interoperability Testing (60m)


FEMA Region X Monthly Interoperability NET, which comprises Alaska, Idaho, Oregon, Washington, conducts a monthly interoperability communications exercise on the 60-meter band. This exercise often includes a voice portion and a digital portion.

FEMA Region X uses the call sign of WGY910. The COMMEX occurs on the third Wednesday of the month from 1730 to 1900Z. Primary check-in is usually on 60-meter channel 1.

SHORTWAVE RADIOGRAM

Shortwave Radiogram transmits digital text and images on an analog shortwave broadcast transmitter. The program is produced and presented by Dr. Kim Andrew Elliott KD9XB. Shortwave Radiogram continues VOA Radiogram's tradition testing new modes and is an interesting source for Digital Ops wishing to practice more with FLDIGI & FLAMP.
