Another great net! Even though the band wasn’t ideal, we did very well. We are still having some difficulty with our nearby members as the evening progresses and the band goes long. We lost Jaye KE6SLS and Howard KB6NN about mid net. We’ll try putting these Eureka Ops at the top of rotation and see if we can catch their traffic before the band lengthens.

Welcome to Michael KD7GHZ in Spokane Valley,WA checking in for the first time and monitoring tonight. Steve N7XRD in Long Beach,WA was also monitoring again tonight. Clifford N0LKC has become a regular monitor as he moves from campground to campground. He usually does very well with 10w and field antennas.

Our weekly FLAMP exercise has some less obvious training benefits. Net control is passed to the conducting Op. Our current conductor is Mindy W7ZAP. She becomes NCS and is responsible for sending the exercise file, taking REPORTS, providing fills and RELAYS, and returning the net to NCS. During the exercise, she has to record which stations need which blocks, and which CONFIRMED stations are likely to print well for those needing fills. These are extra tasks behind the scene; good training for processing more than one task at once.

Mindy made a small change to the REPORT routine tonight by moving on to the next station when the station called didn’t respond. Usually, we wait about 20sec and call again; waiting again. After re-calling the first no-reply station, she moved on when stations didn’t answer.  One prompt with your CALLSIGN and then call the next Op.

During the following fill rotation she called the non-responding stations in order. We seldom know immediately why stations don’t answer. Better to move along with the net and look for them in the following routines. Remember the instructions sent prior to calling for REPORTS. NCS will prompt you with your CALLSIGN only. Wait for that prompt, otherwise you’re likely to double with NCS or the next station.

You can run the weekly FLAMP exercise too. It’s excellent training for NCS duties w/o taking responsibility for the whole net. Mindy is still learning and likely to continue for awhile, but you can volunteer as the next FLAMP exercise NCS.

RELAYS! The difficulties we’ve been having this winter with nearby stations and long bands highlight the value of relays. I’ll begin asking strong stations to call for check-ins by relay. I know how frustrating it is when you can’t connect NCS and no one offers to relay. For formal traffic and emergencies we would be looking for relays to be sure we connect as many Ops as possible. Our training net objectives are somewhat different. We want to provide the widest range of digital traffic practice as we can each net. That includes relays. Relays double and and tripple the time required to process traffic. If you’re relayed into the net, we will log you ‘in&out’, a monitoring station. If you have formal traffic to relay, we’ll take it following the weekly net routine. Your thoughts and suggestions on relay practice are welcome.

TX: K7KY OR  RX: W1EEP UT

We enjoyed working with all of you tonight. It’s a testament to everyone’s skill and concentration that our complex digital net usually runs so smoothly. Again, don’t fret about mistakes. We all make them and they provide opportunities to improvise and revise. Thanks for coming; we hope to see you all again next Tuesday evening.     73 Doug K7KY

Announcements:

Tonight’s weekly FLAMP exercise distributes ‘ex12.txt’, another optional

file-manipulation/FLAMP exercise. Using FLAMP, return your result to NCS

during Traffic Round. Or send your own practice message, or QRU.

The file-manipulation exercises include more practice than just exercising

the features of FLAMP. Read the instructions carefully. Although not listed

by number, last week’s exercise included four specific instructions.

For example, you may be asked to name your file in a specific manner like,

‘ex31_URCALL.b2s’. When the receiver puts all these files in a folder, they

will be easy to scan. All files begining with ‘ex31’ will group together.

Callsigns will sort alphabetically.

Repeat of last week’s Announcements:

Traffic Round:

For FLAMP msgs in the Traffic round, Only NCS will REPORT/fill. I may ask

you to RELAY if I can’t fill from sender. No more roundtable of FLAMP REPORTS

in Traffic round. Roundtable REPORT/fill is now provided in the weekly FLAMP

exercise.

Stations wanting to fill an FLAMP practice msg can stay on freq after net.

Before closing, I’ll send an in-order list of Ops sending in FLAMP. Please call

them in the order listed to minimize doubles. Being optional, they may be QRT.

Most of us now use pre-tone before TX. We’ve almost eliminated doubles.

Weekly Net Report posted as soon as I can…

Emergency management leaders at hospitals and medical centers are grappling with a major rule change from the Centers for

Medicare and Medicaid Services (CMS).

In announcing the rule, CMS specifically mentioned this summer’s flooding in Louisiana, where hospitals struggled to cope with the

enormous scope of the emergency. “Situations like the recent flooding in Baton Rouge, La., remind us that in the event of an

emergency, the first priority of health-care providers and suppliers is to protect the health and safety of their patients.”

The new rule applies not just to hospitals but also to long-term care facilities as well as to outpatient providers such as ambulatory

surgical centers (ASCs) and end-stage renal disease facilities.

While that may seem like painting with a broad brush, some commend CMS for differentiating in the requirements for different types of

facilities. For example, the communications component of the rule tasks hospitals with having very specific procedures in place to

track patients during a crisis, whereas ASCs carry less of a burden in this area.

What’s required

CMS lays out four areas that medical providers need to address as part of their overall preparedness efforts:

Emergency plan: Perform a risk assessment and build a plan using an all-hazards approach to address the full spectrum of location-

specific emergencies or disasters.

“We are going to have to revisit communications and training, all these areas. Will it require 10 percent or 20 percent more? Without

the specifics it’s hard to say.”

ORCA welcomes KD7GHZ Michael from WA. This was a big net tonight. That always has us on our toes which is good! Band condx seem to be better than the last few weeks (or months). As soon as I typed that KE6SLS Jaye TXed and I had 15% print on him. The band appears to have gone long, with some fading, and could be why we didn’t hear again from KB6NN Howard. I did see Howard’s call after I had gone on to the next station in the rotation, as I had planned to pick him up on the next pass. Yes to K6ETA Steve… I also heard SSB voice at beginning of net. Didn’t know how far their sig came! Thanks to all for your participation, it’s what makes this so much fun :-)

All files begining with ‘ex31′ will group together.

:tm:6 20:11L

:sb:96 Hospitals will be required to develop more specific plans and procedures for emergency response.

:mg:1889
